dc.description.abstract Elizabeth has been working in an organization with multiple branches in Malaysia. After 17 years of service, she discovered that two of her junior colleagues in two different locations had been promoted. She called the HR department to enquire about the matter. The HR staff informed her that the two juniors were promoted becase they were stationed in locations with shortage of permanent staff at the Level 3 position. en_US
